Europe’s pension systems –among the most celebrated features of its social welfare model— face tremendous challenges. With only 11 percent of the world’s population, Europe spends about 60 percent of global outlays on social protection, largely in pensions. In many countries, pension rules have encouraged people to retire sooner, while enjoying longer lives. Payroll taxes on a continuously expanding contributory base have financed these benefits. This model of pension provision is now being severely tested as pension systems reach maturity, while the population is aging and the labor force is starting to shrink. Measures to enable a continued tradition of providing old age security will include • raising retirement ages such that pensions are provided in the last 15 years of life, when work capacity traditionally diminishes • encouraging immigration to help fill the declining work force • rationalizing pension spending, putting priority on preventing old age poverty, and • encouraging savings to help provide the more comfortable retirement that individuals have come to expect. Some measures may be more appropriate in particular countries than others, yet undertaking all of them will likely require less drastic changes in any one of them. The specific choices will need to be discussed and agreed among each country’s own population, and be accompanied by enabling changes in pension policy, tax policy, financial markets policy, and labor policy. The fundamental issue is that, with these changes, the important achievements of European social policy can withstand the demographic onslaught and continue to provide old age security for generations to come.

Lessons learned from operations in Afghanistan and Iraq over the past ten years indicate that the Army is fighting in an environment that requires a change in how organizations gather, analyze, synthesize, and produce intelligence. "Top-down" intelligence no longer drives today's operations. Instead, current operations produce numerous lower-level information and intelligence reports that higher headquarters must gather, analyze, and synthesize. The sheer volume of these reports and the depth and breadth of information they provide often exceed the capacity of the intelligence organizations at the various headquarters echelons - particularly those within the brigade combat team (BCT).The particularly high demand for intelligence in today's operational environment, coupled with the need for operational integration of tactical units, leads to the critical question: does the U.S. Army require intelligence support teams at the company level in all BCTs? The methodology consists of a detailed description, analysis, and synthesis of current data collected on intelligence needs and organizational responses to these needs at the company-level throughout the U.S. Army. This research includes case study analysis comparing select brigade combat teams that employed company-level intelligence support teams (CoISTs) with those that did not. A review of historical literature on Army operations reveals a pattern of success among units who had a section of three to eight personnel within the company dedicated exclusively to intelligence analysis. While this research does not indicate a fundamental change in the nature of war, it does highlight the unique requirements for intelligence collection and analysis in today's wars. In particular, close interaction between Army units and local populations has led to the generation of vast amounts of information that platoons and companies both collect and exploit. The lack of a dedicated company-level organization to process this information into actionable intelligence highlights the requirement for a refined intelligence structure, including training requirements, equipping needs, and doctrine for both ongoing counterinsurgency operations and future conflicts. This refinement will improve the effectiveness of Army organizations from the bottom-up, inverting the pyramid to enable tactical units to assess and understand the complex environments in which they operate. In turn, higher echelon units will benefit from this increased understanding at the company level, and the dramatically increased rate at which they can attain that understanding and share it with higher echelons.

Ted Kennedy and George W. Bush agreed on little, but united behind the No Child Left Behind Act (NCLB). Passed in late 2001, it was hailed as a dramatic new departure in school reform. It would make the states set high standards, measure student progress, and hold failing schools accountable. A decade later, NCLB has been repudiated on both sides of the aisle. According to Jal Mehta, we should have seen it coming. Far from new, it was the same approach to school reform that Americans have tried before. In The Allure of Order, Mehta recounts a century of attempts at revitalizing public education, and puts forward a truly new agenda to reach this elusive goal. Not once, not twice, but three separate times-in the Progressive Era, the 1960s and '70s, and NCLB-reformers have hit upon the same idea for remaking schools. Over and over again, outsiders have been fascinated by the promise of scientific management and have attempted to apply principles of rational administration from above. Each of these movements started with high hopes and ambitious promises, but each gradually discovered that schooling is not easy to "order" from afar: policymakers are too far from schools to know what they need; teachers are resistant to top-down mandates; and the practice of good teaching is too complex for simple external standardization. The larger problem, Mehta argues, is that reformers have it backwards: they are trying to do on the back-end, through external accountability, what they should have done on the front-end: build a strong, skilled and expert profession. Our current pattern is to draw less than our most talented people into teaching, equip them with little relevant knowledge, train them minimally, put them in a weak welfare state, and then hold them accountable when they predictably do not achieve what we seek. What we want, Mehta argues, is the opposite approach which characterizes top-performing educational nations: attract strong candidates into teaching, develop relevant and usable knowledge, train teachers extensively in that knowledge, and support these efforts through a strong welfare state.
