Any alteration of the natural processes occurring on a piece of land will have expected as well as unanticipated effects, and those effects have little regard for arbitrary human boundaries. In the coming decades the world will need to more than double its food and feed production, almost all of the increase being needed in developing countries. This has socioeconomic and biophysical implications. Traditional component and commodity research addresses overly narrow issues at too small a scale. Rural development needs an eco-regional approach that integrates biophysical and socioeconomic work on cropping systems, livestock, the environment, and natural resources. This book contains the papers, response papers and discussion report of a five-day seminar on eco-regional approaches. The State of the World's Land and Water Resources for Food and Agriculture is FAO's first flagship publication on the global status of land and water resources. It is an 'advocacy' report, to be published every three to five years, and targeted at senior level decision makers in agriculture as well as in other sectors. SOLAW is aimed at sensitizing its target audience on the status of land resources at global and regional levels and FAO's viewpoint on appropriate recommendations for policy formulation. There are many reasons why strategic intelligence is required to support policy decisions. These primarily stem from the nature of today's kno- edge society with two contrasting trends. On the one hand, there is a trend of increasing human intelligence in the economic, social and political s- tems. On the other hand, there is a trend towards dissolving certainties about the problems and solutions of today's society. Clearly, more inf- mation does not necessary imply more certainties on how to act. What is more, the same facts are often interpreted in markedly different ways: the same policy relevant information can – and often does – results in confli- ing framing of a problem by different stakeholders. This is mainly due to competing assumptions, rather then because of inconsistent facts. The- fore, it is not surprising that policy-makers are calling for strategic intel- gence to support their understanding of today's challenges, including the relevant aspects of science and technology, their impact and their possible future developments. Over the last 15 years, Europe has rapidly adopted the practice of dev- oping and using Impact Assessment (IA) tools to support decision-making. Formal procedures and guidance for IA are well established within the European Commission and in most EU Member States. The adoption of IA procedures alone, however, does not guarantee that every policy domain is actually using the full potential of these assessment tools in the preparation of policies and legislation.

This book presents the proceedings and the outcomes of the NATO Advanced Research Workshop (ARW) on Integrated Technologies for Environmental Monitoring and Information Production, which was held in Marmaris, Turkey, between September 10- 14, 200 I. With the contribution of 45 experts from 20 different countries, the ARW has provided the opportunity to resolve the basic conflicts that tend to arise between different disciplines associated with environmental data management and to promote understanding between experts on an international and multidisciplinary basis. The prevailing universal problem in environmental data management (EDM) systems is the significant incoherence between data collection procedures and the retrieval of information required by the users. This indicates the presence of problems still encountered in the realization of; (1) delineation of objectives, constraints, institutional aspects of EDM; (2) design of data collection networks; (3) statistical sampling; (4) physical sampling and presentation of data; (5) data processing and environmental databases; (6) reliability of data; (7) data analysis and transfer of data into information; and (8) data accessibility and data exchange at local, regional and global scales. Further problems stem from the lack of coherence between different disciplines involved in EDM, lack of coordination between responsible agencies on a country basis, and lack of coordination on an international level regarding the basic problems and relevant solutions that should be sought.
