A close analysis of the framework of existing governance and the existing jurisdictional arrangements for shipping and ports reveals that while policy-making is characterized by national considerations through flags, institutional representation at all jurisdictions and the inviolability of the state, the commercial, financial, legal and operational environment of the sector is almost wholly global. This governance mismatch means that in practice the maritime industry can avoid policies which it dislikes by trading nations off against one another, while enjoying the freedoms and benefits of a globalized economy. A Post-modern interpretation of this globalized society prompts suggestions for change in maritime policy-making so that the governance of the sector better matches more closely the environment in which shipping and ports operate. The Indian Ocean is of tremendous geo-political and strategic relevance. More than eighty per cent of global seaborne trade in oil passes through the Ocean. Access to resources is under-regulated (fishing) or has yet to be conceived (deep sea bed mining) and security concerns such as piracy and the stability of strategically located states, are propelling countries to rethink naval capabilities and priorities. This applies to littoral countries as well as to extra-regional powers such as China, Japan, European countries and the United States, each of which is keenly interested in maintaining and securing open sea-lanes of communication. The revival in maritime concern is prompting new dynamics of competition and cooperation in a region that has historically been characterised by dense cultural, economic and political networks. The Indian Ocean is an extensive and expansive space where no one power has been able to hold sway. Hence, multilateralism and open regionalism are key contributors to stability, both in terms of military as well as commercial coordination. In this issue, scholars from Asia, Europe and the US examine institutions and examples of maritime governance within the Indian Ocean including security arrangements, evolving forms of alliance building and counter-balancing, policy planning and forecasting. Five out of the eight South Asian countries have direct access to the Indian ocean, yet research tends to focus instead on the region's landmass. Much less attention is paid to the extensive maritime space that links South Asian countries, provides their populations with vital access to resources, connects their economies to global trade networks and perhaps most importantly, contributes to law and order at sea. At a time when the Indian Ocean has gained great interest and relevance for many global actors, the role and location of South Asia will have critical implications for strategic calculation and alignment. This book provides an original analysis of the problems facing global governance and in particular that of one of the most globalised of all industries – shipping. Central to all global trade and its dramatic growth, shipping faces difficulties of governance stemming from its every globalised nature. Governing Europe's Marine Environment is a coherent up-to-date multidisciplinary analysis of current approaches and challenges to the sustainable governance of Europe's marine environment. Structured in three parts, Part 1 outlines general theoretical ideas about governance, governing, and governability and serves as a starting point for analysing the development of marine governance in Europe from the perspective of different disciplines. Global energy problems will remain a challenge in the coming decades. The impact of climate change and the melting of polar sea ice opening up access to offshore hydrocarbon resources in the Arctic Ocean, raises questions for both civil society and the scientific community over drilling opportunities in Arctic marine areas. Disparities in approach to the governance of oil and gas extraction in the Arctic arise from fundamental differences in histories, cultures, domestic constraints and substantive values and attitudes in the Arctic coastal states and sub-states. Differing political systems, legal traditions and societal beliefs with regard to energy security and economic development, environmental protection, legitimacy of decision making, and the ownership and respect of the rights of indigenous people, all affect how governance systems of oil and gas extraction are designed. Using a multidisciplinary approach and case studies from the USA, Norway, Russia, Canada, Greenland/Denmark and the EU, this book both examines the current governance of extraction and its effects and considers ways to enhance the efficiency of environmental management and public participation in this system.

Because marine governance in most countries is sectoral, maritime policies are frequently fragmented, reactive, and even contradictory, meaning that marine resources are underutilized and poorly protected. To avoid these problems, the concept of integrated national maritime policy (INMP) has been developed. This book examines this concept, analysing its current application in four countries – Australia, Canada, UK and USA – whilst discussing at length how it might be applied to Saudi Arabia. Based on extensive fieldwork carried out in Saudi Arabia – including interviews with officials in government departments with maritime responsibilities, and a survey administered to 230 stakeholders – the book offers a unique insight into INMP in the Kingdom. The book provides a practical template for developing the political will and civil constituency in Saudi Arabia necessary for the introduction of INMP. In setting out in detail its benefits, this book could help build the momentum in Saudi Arabia required to implement the concept as well as attract other countries to do the same.
