This book presents a new theory about the developments in shipping and naval organization that culminated in the invention - around 530 BC in the eastern Mediterranean - of the trireme, and the subsequent adoption of this first specialized warship of antiquity by all the naval powers of the time. New interpretations are proposed of Greek and Assyrian iconographic data and of hitherto ignored evidence in Herodotos and Thukydides, the non-military factors determining developments are emphasized. Thukydides' fundamental essay on the genesis of Greek sea-powers is studied in depth, the rarity of these sea-powers stressed, and the peculiar background of the naval power of Phokaia and the Samian tyrant Polykrates exposed. The problem of the trireme's place of origin, the factors determining its invention, probably in Saite Egypt, and its immediate adoption by the Persian king Kambyses are discussed. The first naval operations of the Persians are surveyed, reasons and circumstances of the trireme's introduction into the navies of the Greek city-states analysed with special attention for Themistokles' navy bill. The world's first war machines were ships built two millennia before the dawn of the Classical world. Their influence on the course of history cannot be overstated. A wide variety of galleys and other types of warships were built by successive civilisations, each with their own distinctive appearance, capability and utility. The earliest of these were the Punt ships and the war galleys of Egypt which defeated the Sea People in the first known naval battle. Following the fall of these civilisations, the Phoenicians built biremes and other vessels, while in Greece the ships described in detail in the 'Trojan' epics established a tradition of warship building culminating in the pentekonters and triaconters. The warships of the period are abundantly illustrated on pottery and carved seals, and depicted in inscriptions and on bas-reliefs. The subject has been intensively studied for two and a half millennia, culminating in the contemporary works of authoritative scholars such as Morrison, Wallinga, Rodgers and Casson. Athenian power and prosperity in the fourth century B.C. was based largely on commerce. The complex litigation arising from commercial activities was heard in special maritime courts, dikai emporikai, the subject of this monograph. Using both ancient and secondary sources, Edward E. Cohen has pieced together the evolution of these courts and has explored their procedure and jurisdiction. He successfully treats the much-discussed problem of why they were termed "monthly," and makes it clear that "supranationality" was a feature of all Hellenic maritime law. He shows conclusively that their jurisdiction was limited ratione rerum, not ratione personarum, because a legally defined "commercial class" did not exist in Athens at this time. Classicists and lawyers alike will find this a fascinating study. It not only contributes to our understanding of the Athens of Plato, Aristotle, and Demosthenes, but also points out that certain principles of Athenian maritime law are still imbedded in the modern international law of maritime commerce.
