Lawrence Freedman wrote in his acclaimed book The Evolution of Nuclear Strategy, 'James King permitted me to read a copy of his own masterly unpublished study entitled The New Strategy', (London. Macmillan in association with the International Institute for Strategic Studies. 1981) p.xii. There were in fact nine drafts of the manuscript written by James E. King Jr (Jim) from 1948 to 1988. Correspondence indicates that Lawrence Freedman probably read a copy in 1976 of a version given by Jim King to Ken Booth in 1973. Eight of these drafts are provided in their original unaltered form on a CD to accompany this volume. The ninth draft is not enclosed as it remains classified as 'Top Secret'. A declassified paper entitled 'The Intellectuals and the Bombs presented in 1982' provides insight for a likely reasoning of such a classification despite a publication contract with The Free Press.
This book is a history of the complex relations between scientific advisors, primarily physicists, and U.S. presidents in their role as decision makers about nuclear weapons and military strategy. The story, unsurprisingly, is one of considerable tension between the "experts" and the politicians, as scientists seek to influence policy and presidents alternate between accepting their advice and resisting or even ignoring it. First published in 1992, the book has been brought up to date to include the experiences of science advisors to President Clinton. In addition, the texts of eleven crucial documents, from the Einstein-Szilard letter to President Roosevelt (1939) to the announcement of the Strategic Defense Initiative by President Reagan (1983), have been added as appendixes.

In May 1985 the Netherlands Atlantic Commission organized its Second International Round Table Conference in the Ridderzaal at the Binnenhof in The Hague. The Conference was attended by 52 direct participants from the United States of America, the United Kingdom, France, the Federal Republic of Germany and The Netherlands. Amongst these were prominent representatives of politics, science, media and peace groups. Under the chairmanship ofMr. Piet Dankert, former President of the European Parliament and former Vice Chairman of the Netherlands Atlantic Commission, and in the presence of 200 observers, the participants discussed the most topical themes of the European security debate. The themes of discussion were each introduced by an outstanding member of the international political scene. The verbatim texts and subsequent discussions have been edited and printed according to the order of the Conference. The editors have furthermore added for the sake of completeness a discourse by Ambassador Maynard Glitman, US negotiator in Geneva on Intermediate Range Nuclear Forces, on the principles and prospects of the US negotiating position. This discourse was held during the annual Study Conference of the Netherlands Atlantic Commission at October 11th, 1985.
